Abstract: Indigenous technological innovation capability-building has emerged in recent years as a new development agenda and the critical problem in China. This paper, based on 5-year empirical research on Chinese firms and theoretical analysis, presents and details the contents of a "3-I innovation strategy," and finally shows the industrial difference of such strategy.
